Dr. Phelan graduated Summa Cum Laude from Boston College and received his medical degree from the University of Connecticut. He performed his internship and residency in Internal Medicine at Mayo Clinic - Rochester. He completed his fellowship in Gastroenterology at the University of Massachusetts. Dr. Phelan is a member of the American Society of Gastrointestinal Endoscopy and the American Gastroenterological Association.
