"I do not recommend using Karen Rugg as your PCP. My New Patient appointment went well and I thought I'd finally found a good provider (RI has a shortage of PCPs). I was upfront about my desire to seek out-of-state care for a rare and complex condition that I most likely have and she had no problem with that at the time. For context, I came to her with my abnormal scans which had been flagged both by the technician and my ENT, as well as with notes from my consultation with the out-of-state specialist which I had paid for out-of-pocket. But when it came to asking her to do the work of submitting the insurance authorization paperwork, she refused. During a phone call on April 4th, she (1) laughed at me for even asking, (2) told me she can't just go to the Cleveland Clinic if she has a heart problem, and said (3) that's not how 'socialized' healthcare works in this country. She said repeatedly that she can't 'bend the rules' for me, even though I never asked her to bend any rules. I don't ...
know what she was talking about and neither does my insurance company which informed me that everything I have done has been above-board. Karen was seriously misinformed about my condition and told me it wasn't rare even though it's literally defined as rare by the Mayo Clinic, UCSF, and other legitimate medical sources. She argued with me when I questioned her, and provided me with inaccurate information. Instead of listening to me when I said I had looked into my options in RI and found them to be extremely limited (my reason for seeking out-of-state care), her great solution was to refer me to a surgeon who specializes in spinal surgery; a completely inappropriate provider for my condition. When his office called me, the first question they asked was where on my back I was having pain which shocked me because my condition is in my head/brain, not on my back. Apparently, the surgeon could handle my condition if I went to the ER with it, but it's not something he usually does. I knew this because I had researched my options, but Karen didn't trust that I had done that research. She apparently didn't even bother to call his office before submitting the referral. All of this forced me to push my diagnostic angiogram back about three weeks which has created even more stress for me as I am experiencing discomfort and pain, and the longer I wait, the higher the chance something could go wrong with my condition. Working with Karen for those two to three weeks was a nightmare. I actually developed panic attacks and woke up with anxiety and racing thoughts related specifically to dealing with such an unprofessional and frankly erratic provider. Even though she knew that I was neurodivergent and had serious mental health issues, she treated me with complete disrespect, to the point where I felt like I was in some kind of toxic parent-child relationship, subjected to gaslighting and scoldings. Stay away! "

"skip this provider and use someone else. My elderly mother moved into the area - saw Karen Rugg and then, because she was an elderly women new to the area, changed her phone number. She tested positive for covid and was then told she could not receive help from Rugg because.... they had contacted the old number.... and she missed an appointment. Now I don't know about your loved one's, but if an elderly person misses an appointment due to being new to an area - to remove access to healthcare in a time of need is about the most irresponsible and bureaucratic nonsense I have ever heard. This office is part of why healthcare is terrible in this country, not a solution, skip this office. "

Our provider data is sourced from the physicians themselves as well as publicly available databases. Any doctor or provider who claims their profile by verifying themselves can update their information and provide additional data on their specialties, education, accepted insurances, conditions they treat, and procedures they perform.

All the physician and provider reviews on WebMD Care are provided by users just like you. Knowing these reviews provide insight into how other patients feel about a doctor, we maintain internal policies and protocols to ensure the quality and accuracy of all reviews. Providers are not able to remove or modify reviews on their own. Reviews can only be removed after an internal review by our customer service team.
